We will strengthen democracy and legal system to improve ethic construction and try to develop a sound mechanism for public security and improve production safety. The safety for food and medicine should be safeguarded.

Speeding up the Process of Industrialization:

Seizing the five key links of deepening reform; advancing technology; upgrading the structure; broadening industrial scope and concentration, we will accelerate industrialization relying on IT. Focusing on advanced basic manufacturing industries we will energetically fulfill the historic task for the primary phase of the middle industrialization.

Promoting Advanced Manufacture:

We will center on the development of the pillar auto enterprises like Chery and JAC and Hualing and accelerate the integration of coal and salt industries. We will develop modern agriculture through establishing the major farming and processing bases of the quality agricultural products and adjusting its geographical distribution so that A new system of socialized service of agriculture will be created.

We will work hard to develop rural public services and improve the agricultural infrastructure. We will carry out ithe Projects of One Thousand Model Villages and Hundred Townsi in the long run. The overall reform of rural areas will be deepened through completing the basic management system, together with the reform of rural taxes and administrative charges. We will establish a new system of rural work and complete the reform of government institutions at the town and township levels; the rural compulsory education; the financial management system for counties and townships.

Expanding Service Industry:

We will integrate the distribution resources like postal delivery and storage and transportation and freight agency and industrial circulation By 2010 a tertiary distribution system of reasonable structure; available facilities; advanced technology and high efficiency; interaction; inter-links will be developed to link the economic circle of the Yangtze Delta directly. The financial other business services need to be improved and standardized.

Upgrading the Living Services:

Great efforts will be focused on the construction of the trial city of national scientific and technological innovation and make Hefei the dynamic areas of science and education and industrial base of new and high technology and model base of new industrialization so that it is supposed to drive the provincial scientific innovation.

Accelerating Development of the Watershed Area of the Yangtze River in Anhui:

Industry intensive belts and city complexes will be erected along the Yangtze River and mainlines of communications. The eastern Anhui areas seize the opportunity to join the Yangtze Delta seamlessly, making the most of their advantages to nurture the privileged and strong industry. The development of the northern and western regions of Anhui will be put on the agenda and the southern Anhui will be open wider to outside.

Therefore the government performs their duties in accordance with the law. Being service oriented and law-based the government needs to improve administrative efficiency. And state-owned enterprises need to be deeply reformed and so does the management system for state assets. More efforts will be focused on reorganizing the state-owned enterprises and complete division of stock rights. We will also deepen the reform of state-owned and collectively-owned small enterprises and improve the supervision system over the state assets.

Vigorously Promoting the Development of the Non-public Sector of the Economy:

We will encouragingly support the nonpublic sector of economy in participating in the state economic restructuring and the reform of the state-owned enterprises. We will formulate a sound fiscal and tax system with powers of office and consolidate the fruit of the financial system of transfer payments provide by the provincial government to the county, and the county to the township.

Perfecting Pricing System:

We will strengthen the oversight of food and medicine and dietetic hygiene and guarantee peoplefs heath and safety.

Opening Wider to the Outside World:

Speeding up to Merge with the Economic Circle of the Yangtze Delta Region:

Vigorously Developing Economic Zones:

Economic development zones at different levels should give full play to performing their guiding functions in attracting foreign funds. National economic zones should be expanded and the provincial ones be upgraded. Every county should establish at least one economic development area.

Working Hard to Improve the Export-oriented Economy:

We should expand the foreign trade and increase the export competitiveness. We will also encourage the qualified enterprises to "go globaF'.Thus we need to integrate export expansion with transfer in the growth pattern of foreign trade to improve foreign trade policy.

Developing Energetically Science and Technology and Education:

Establishing an innovative systemof science and technology. The independent innovation of enterprises and trades should be emphasized and further developed. Resources of science and technology should be transformed into scientific and technological platforms and research bases. We will try our best to improve applied technology in the key competitiveness.

Continuing to Deepen the Reform of Scientific and Technologic Mechanism:

We will improve a modern system of research institutes and form an efficient mechanism of combining industries, universities and research institutes while coordinating economic policies and scientific and technological ones. At the same time we greatly strengthen national defense-related science and technology industries.

We will identify education a strategic priority and continue to develop education of all kinds and at all levels and reinforce the compulsory education. By 2010 the coverage of nine years of compulsory education will have stayed above 99 per cent round the province. Great efforts will be put into developing vocational education. Basically we will popularize education of senior high schools. Higher education should be popularized and internationalized to meet more needs.On the other hand we will pay close attention to non-diploma and irregular education and vocational training.

Building a Resource-Conservative and Environment-Friendly Society:

Practicing overall resource conservation, we will popularize and apply efficient-energy technologies by saving industrial water and making a reasonable use of land. The application structure of land and its regime need to be optimized and strengthened. We also will enhance the management of resources esp. that of geological prospecting and exploitation of the important minerals.

The recycling experiments of economy will be carried out in the key trades and industries, industrial park, eco-agricultural bases, and related cities. We will accelerate the technological innovation concerning targets for reducing energy and resource consumption. We will implement the overall clean work and set up the systems of economic law and policy; tech-innovation; popularization and service; encouragement and restriction to increase comprehensive utilization of resources.

Building up Eco-Anhui and Curbing Environmental Deterioration:

We will speed up the key project of controlling the pollution of the Huaihe River valley and move on with the comprehensive controlling and exploitation of Chaohu Lake. We will also press forward with the project of curbing the pollution caused by sulfur dioxide and acid rain at the middle and down reaches of the Yangtze River and strengthen the supervision of the key industries contributing to pollution. In order to protect natural environment we need to build a protecting system.

Building a Harmonious Anhui:

We will continue to follow a preferential policy to support employment. Meanwhile we will develop a market-oriented system of employment while the employment structure also needs to be upgraded. We will speed up development of the provincial employment system and improve the social security system. We will expand the security coverage and regulate income distribution by narrowing excessive income gaps.

Improving Public Health System:

The government at different levels will increase their employment allocations. We will establish a functioning system for emergency medical aid and enhance the reform of urban medical care mechanism.

We will try to build a framework of "trustworthy Anhui" and vigorously create a "peaceful Anhui". We will a sound mechanism for mediating and settling social conflicts and disputes, and improve the system of early warning and the mechanism for prompt response to emergencies to ensure social stability and properly deal with public disturbance. We will still adopt more effective measures to ensure production safety which is crying out a long-acting system.

We will energetically promote democratic administration and develop socialist democracy. We will perform all our duties in accordance with the law. We will vigorously yet prudently promote political restructuring and press ahead with reform of the judicial system and safeguard its impartiality.

We will work hard to build a clean government and take more severe measures to prevent and punish corruption. The government and its departments must improve their work style. We will take a more severe attitude to investigating and treating major legal cases.

We will emphasize the development of socialist advanced cultures. By 2010 the added value of cultural industry will exceed 40 billion yuan. And we will give more support to non-profit cultural undertakings and expand its coverage to the whole society.
