In the previous year, under the leadership of the CPC Anhui Provincial Committee, the people of all ethnic groups in Anhui Province carried out a scientific outlook on development in an all-round manner by holding Deng Xiaoping Theory and the important thought of Three Represents, and successfully fulfilled all the tasks put forward at the 3^rd session of the Tenth Anhui Provincial People’s Congress by working diligently in a pioneering and confident spirit centering around the general requirement of “seizing the opportunities, taking the advantage and striving to rise up”. The Provincial GDP reached 537.58 billion yuan, an increase of 11.8 percent over the previous years and GDP per capita amounted to over 1000 dollars, achieving in advance the expected goal of building a well-to-do society at the initial stage in an all-round way.

The achievements in macro-control got consolidated and the quality of economic performance was improved steadily. The adjustments in economic performance were strengthened and industrial growth got promoted rapidly. The added value of industries of standard scale entities reached 137.35 billion yuan, with an increase of 22.7 percent; the overall index of enterprises’ economic profits was 157.9, the highest of past years. There were 10 enterprises with over 10 billion yuan sales income. Support for projects concerning agriculture, countryside and farmers got further enhanced. All the agricultural duties were removed, and the policy benefits for farmers reached more than 70 yuan per capita and the grain production amounted to 26.05 million ton by maintaining well all the year round. The consumer market developed well in a steady way. Expenses spent in tourism, housing, and cars expanded constantly and the total sale of social consuming goods reached 176.5 billion yuan, up by 13.3 percent. The consumption price for residents rose up by 1.4 percent, with a drop of 3.1 percentage point in increase; the financial revenue amounted to 65.64 billion yuan, up by 26.1 percent, of the total, the local revenue was 33.38 billion yuan, up by 21.7 percent; the urban per capita disposable income grew by 12.8 percent and the rural per capita net income increased by 5.7 percent. There were 14 cities with economic growth rising up by over 10 percent over the previous year, 10 cities with financial revenue increasing up by more than 20 percent. The economic performance gained noticeable improvement in stability and harmony.

Promotion in “861 Action Plan” was gained and the development foundation got consolidated continuously. By means of projects’ heading influence, construction of industrial bases and key projects got great progress. The projects in the processing and manufacturing industries proceeded solidly including Ma’anshan Steel’s 5-million-ton sheet metal, Chery’s engine and gearbox, the Jianghuai Automobile Company’s passenger vehicles and motile multi-function car, and the project of coal-salt-industry-systemization. The project of Fengyuan’s fuel ethanol and that of Tongling’s nonferrous metal smelting reform were finished and put into production. There were 5 power plants newly operated and 9.30 million kilowatt installed capacity under construction. The expressways of Liuan-Wuhan, Anqing-Jingdezhen and Hefei-Huainan-Fuyang went into initial construction; construction of Hefei-Nanjing railway, Hefei-Wuhan railway and Tongling-Jiujiang railway progressed smoothly; and Lushan-Tongling expressway, Wuhu-Maanshan expressway and Bengbu-Mingguang expressway were completed and open to traffic. There was 10,000-kilometer reconstructed road in rural areas. The flood-control work in Linhuai Post is near completion. New progress was gained in “Ecological Anhui’, “Digital Anhui”, and “Credit Anhui”. Driven by the “861 Action Plan”, the fixed assets investment in Anhui Province reached 252.1 billion yuan, up by 31.7 percent over the previous year.

The reform and opening up got further implemented and the eastward development started well. The pluralistic reform in property right of state-owned enterprises further progressed and separation of institutes directly under the Anhui Provincial Government from their enterprises was basically completed. Great efforts were made in developing the non-public sectors of the economy with 17,000 private enterprises newly established. The local financial reform got breakthrough. Huishang Commercial Bank and Anhui Provincial Credit Group were founded and started business. Progress was gained smoothly in reform of the rural credit cooperatives and combination of rural cooperative banks. Efforts were exerted in promoting the comprehensive rural reform, attempting to establish a new system of working mechanisms in rural primary units and setting up experimental units of rural commodity circulation reform and market construction. The strategy of developing eastwards was implemented in an all-round manner. Anhui Province joined the construction project for cities in the Yangtze Delta, further promoting the multi-layer cooperation with the East China regions and accelerating the development of export-oriented economy. In Anhui Province, the foreign investment in actual use reached 1.69 billion dollars, up by 25 percent. Of the total, the foreign direct investment amounted to 0.69 billion dollars, up by 26 percent; the capital utilized from outside Anhui Province reached 80.1 billion yuan, with an increase of 52.2 percent; the volume of exports and imports in foreign trade totaled 9.12 billion dollars, up by 26.4 percent, with the exports volume amounting to 5.19 dollars, up by 31.8 percent.

The interests of the mass got safeguarded and construction of harmonious Anhui was carried out subtantially. The policies of employment and reemployment were carried out earnestly. In the year the newly employed population in urban areas reached 424,000 and the reemployed population reached 210,000. Further improvement was made in social security system. The population who joined endowment insurance, hospitalization insurance and employment insurance respectively reached 3.47 million, 3.87 million and 3.6 million. There were 9 cities practicing the municipal plan for endowment insurance. The monthly subsidy in lowest urban residence social security rose from 56 yuan to 68 yuan and 925,000 needy people in rural areas enjoyed 130-yuan life subsidy per year. Attempts were made in establishing an employment and social security system for those farmers whose land had been acquired. Payment debt to the farmer workers was basically removed. The development of “Promoting the Whole Village” to aid the poor was accelerated, and 500,000 people got rid of poverty. The founding activity for “Secure Anhui” was in full swing. The public security system was improved gradually, petitions made via letters and visits turned out well, and stability maintained relatively well in safe production. Especially when facing the great damage brought by No. 13 Typhoon, we put people’s life in the first place, arranged the mass of the hit area appropriately, made efforts in rebuilding after the disaster, and implemented suitable support in all respects to safeguard stabilized life and production in the hit area, getting an initial success in production and disaster relief.

Overall plans were made and comprehensive progress was gained in social causes. Independent innovation was accelerated in enterprises. Construction was started of Hefei as a national scientific and technological innovation experimental city. The goal of making nine-year compulsory education universal and eliminating illiteracy among the young and middle-aged was achieved in an all-round way. D-class dangerous houses of the primary and middle schools in rural areas were reconstructed with an area of 700,000 square meters and the gross enrolment rate for higher education amounted to 17.3 percent. The disease preventive control centers of the 3^rd-class at the provincial, municipal and county levels were built and put into use. There were 50 projects of the medical treatment system basically established and 200 community health service institutes newly added. The new rural cooperative medical experimental units covered 16 counties (cities). At the Tenth National Sports Meet, Anhui Province got 7 golden medals and 5 silver medals, achieving the goal of “Picking up the Results at the Tenth National Sports Meet”. The public cultural facilities such as Anhui Provincial Cultural Museum Zone went into initial construction. Anhui Provincial Publishing Group was founded. Anqing City ranked among the famous National Historical and Cultural Cities. A set of artistic fine works was introduced and became known over the country. Anhui Province took a further step in implementing the public civilization construction, enhanced the population and family planning work by controlling the natural growth rate of population within 6.2‰, carried out the green GDP experiment and finished the first-time economic survey. Work was further progressed in national defense mobilization, militia’s preparatory exercise and the work of “local authorities supporting the army and their families, and the army supporting the local government and people”. The rights of women, children, the aged and the disabled were guaranteed. New progress was made in work related to ethnic groups, religion, foreign affairs, overseas Chinese affairs and Taiwan, and new steps were taken in work related to national land, weather, earthquake, archives, cultural relics, chorography, and literary and historical counseling.

The functions of the government were transformed and construction of democracy and legal system got further enhanced. We carried out earnestly the Administrative Licensing Law and Outline of Administration in Accordance with Laws by the State Council, submitted 12 local law drafts to the Standing Committee of Anhui Provincial People’s Congress, set down 11 regulations, issued and implemented Master Anhui Provincial Plan for Rapid Response to Public Emergencies and 21 special plans. The Economic and Technological Counseling Committee of Anhui Provincial Government was founded to improve the publicity and public hearing system for significant events. We consciously accepted the supervision from Anhui Provincial People’s Congress, Anhui Provincial Committee of the CPPCC and the public. We dealt with 3 Anhui Provincial People’s Congress bills, 482 representatives’ proposals and 585 bills proposed by Anhui Provincial Committee of the CPPCC. Efficiency supervision and audit control were enhanced, the work of fighting corruption and building a clean government were further promoted and work style of the government gained new improvement.

The past year was also the last year of implementing the Tenth Five-Year Plan. For the five years, we had fostered firmly a scientific outlook on development, carried out the state macro-control policy, actively caught the opportunities for development and properly dealt with all kinds of challenges. Encouraging significant achievements were attained in economic and social development. The five years was the period when our province gained year-on-year growth in economy and noticeable increase in overall power with GDP successively reaching 100 billion yuan for three times with a year-on-year increase of 10.6 percent and financial revenue more than doubled with an increase of 17.7 per year; the five years was the period when structural adjustment gained outstanding results and economic quality got distinctly improved, with the three industrial sectors varying from 25.6:36.4:38 to 17.9:41.6:40.5, the proportion of the non-public sectors of the economy rising from 33 percent to 44 percent and the urbanization degree growing from 28 percent to 35.5 percent; the five years was the period when we gathered our power to handle significant events and enhanced our development foundation continuously, with rivers harnessed, breakthrough made in construction of infrastructure and industrial bases in urban and rural areas, crucial engineering work and projects established successively and fixed assets investment amounting to 801 billion yuan, 2.2 times that in the Ninth Five-Year Plan; the five years was the period when the reform and opening up accelerated its progress and the market economic system got improved gradually with the reform being implemented in taxes and administrative charges in rural areas and grain direct supplement, taking the lead in China, the company reform of state-owned medium-and-large-size enterprises basically completed, reforms in taxation, finance, investment and administration management progressed earnestly, the foreign capital in actual use totaled 5.37 billion dollars, the total volume of exports and imports reaching 30.07 billion dollars, and export-oriented economy rising from 9.5 percent to 13.9 percent; the five years was the period when social cause was developed in all respects and the public got much benefits, with investment in science and technology, education, culture, hygiene, sports and environmental protection growing remarkably. The newly employed population in urban areas reached 2 million, the social security power was constantly strengthened, the problem of overdue payment that harassed the county and township was effectively solved and the living standard of people was improved noticeably with the urban per capita disposal income increasing by 11.6 percent and the rural per capita net income up by 6.4 percent annually. All these achievements are a symbol that our province has taken a firm step on the way to build a well-to-do society in an all-round way.

The five years of development is encouraging and the accumulated experience is valuable. The most important and fundamental is, by sticking to Deng Xiaoping Theory and the important thought of Three Represents, to guide the overall economic and social development with a scientific outlook on development, deepen our perception of socialist market economic rules, change our thought of development, refresh the development pattern, improve the quality of development and strive for a way to prosperity of Anhui characteristics. In our work, we deeply feel that we must put development in the first place by centering firmly around economic construction and initiatively carry our work by combining closely the spirit of the Central Government Policy with the provincial actuality; that we must stick to industrialization as a core, promote adjustment of economic structure and transformation of growth pattern by means of scientific and technological advancement, and promote the reform, adjustment and development through opening up; that we must increase the input, do more work for laying foundation for the future, enhance supporting and motivations for development; that we must give prior consideration to people and promote social harmony by realizing, protecting and developing the vital interests of people and driving and provoking the people’s initiativeness and creativity in accelerating development; and that we must carry out administration in a scientific, democratic and legal way, shift the functions of the government, consolidate social management and public service, and promote the sustainable development of economy and society in all respects.

Fellow Deputies! The development of the Tenth Five-Year Plan has turned over a new page for our province to build a well-to-do society in an all-round way, and has laid solid foundation for striving for Anhui Provinve’s prosperity by promoting leaping development. These achievements are due to the correct overall leadership of the CPC Central Government, the State Council and the CPC Anhui Provincial Committee and to the concentrative efforts and hard work of the general public in Anhui Province. On behalf of the Anhui Provincial Government, I would now like to extend my highest respects to people of all ethnicities in our province, all the workers, farmers, intellectuals, cadres, members of the People's Liberation Army in Anhui Province, the armed police and the police of public security, and also to all the democratic parties, people’s groups and other people from all walks of life. Besides, our sincere thanks go to all the departments of the Central Government, sister provinces and cities, and friends at home and abroad who have shown their concern and support for Anhui Province’s modernization drive, and also the investors and contributors who have enterprises in our province!

While acknowledging our successes, we must also clearly realize that there are still many discrepancies between our work and the people’s expectations, and some major contradictions and problems in economy and social life, including insufficient effective economic structure, limited new economic prospects, and lack in motivations for sustainable and steady growth. The constraints on resources and environment stand out increasingly, and the mode of extensive economic growth has not been transformed fundamentally. The rural basic facilities and public services are quite weak. The level of agricultural industrialization is not high and it is a hard task to solve issues concerning agriculture, countryside and farmers. There is low growth in open-ended economy, insufficiency in development of the non-public sectors of the economy, and poor conditions in innovation. The level of urbanization is low, economic development lags behind in the counties and shows regional imbalance. There is a high pressure in employment. Social security system needs improving. The income is low in urban and rural areas with some people in need. The shift of governmental functions has not adjusted to the economic and social transformation. The working style and efficiency of some organizations need further improving. Bureaucracy, formalism and corruption have not been brought under full control. To these problems, we must attach great importance to them and solve them by taking effective measures.

The Eleventh Five-Year Plan is an important period of inheriting the past and forging ahead into the future to build a well-to-do society in an all-round way. To make a general survey of the situation, in the future five years our province will face the rare opportunities, expanding economic globalization and continuous rapid growth of domestic economy, especially emerging of the central area of China in an all-round manner and accelerating economic integration of the Yangtze Delta will further develop our province’s relative vantage points and promote its position in national regional development pattern. After years of construction and accumulation, Anhui Province has gained sustained and rapid growth, coming to the time for a rapid rise and boost. During such an important period, if we seize the opportunities, we can take a key step in the leaping development; but if we miss the chances, we will be passive in the increasingly fierce regional competitions. We must enhance our sense of responsibility, sense of urgency and awareness of crisis, mobilize all the social power, gather the intelligence from all aspects to take the advantage and strive to rise up and accelerate the progress of the reform and opening up and socialist modernization in an all-round way, which is the historical task we must shoulder and it is also the strong desire of the provincial public.

The guiding ideology for economic and social development in the Eleventh Five-Year Plan period: Take Deng Xiaoping Theory and the important thought of Three Represents as our guide, closely follow the guidelines set out at the 5^th plenary session of the Sixteenth CPC National Congress, fully implement a scientific outlook on development, focus on promoting the leaping development and realizing rise and boost, vigorously implement the strategy of strengthening our province through industrilization, eastward development, innovative promotion, the central cities’ leading role, overall plans in the urban and rural areas and the sustainable development, unfold the Public Innovative Undertaking, improve 861 Action Plan, deepen the reform and opening up, promote structural adjustment, change the pattern of growth, improve people’s life, build a harmonious Anhui, and make efforts to create a new situation of building a socialist economy, promoting development of the country politically and culturally, and creating a harmonious society.

Taking into consideration all the trends and factors facing our province in the future, we have set the following major targets for the Eleventh Five-Year Plan: on the basis of optimizing structures, improving efficiency and reducing consumption, GDP of our province should grow by above 10 percent annually, amounting to 1,000 billion yuan by the year of 2010, and energy consumption per unit of GDP should fall by about 20 percent, GDP per capita should more than double that of 2000, economic and social development should be shifted into the all-round and harmonious sustainable development in real earnest to lay decisive foundation for Anhui Province’s rise and boost, GDP per capita in our province should be guaranteed to reach the average of the country before 2020, economic and social development should rank among the front or middle class of China, and the goal of building a well-to-do society should be fulfilled in advance.

Accelerate the optimization and upgrading of industrial structure. By means of scientific and technological innovation and advance in technology, we shall upgrade the traditional industries, foster new industries, and promote the industrial scale and mass development to establish an industrial system with strong competitiveness. Big efforts shall be made in advanced manufacturing industries and in accelerating the development of industrial bases for automobiles, automobile parts and components, electronics, electrical devices, chemicals and the like. We shall speed up the development of energy industries, promote the project of “transmitting the electricity of Anhui eastwards” and set up energy bases iun Huainan and Huaibei; we shall expand material industries and build national important fine steel bases, nonferrous bases and new-type building materials bases; we shall re-vitalize textile and other light industries and form some superior brands in foodstuff, fabrics, clothing and so on; we shall actively develop industries of new and high technology and make key breakthroughs in the fields such as biological energy, biomedicine, modern Chinese medicine, nanotechnology, integrate circuit, software and terminal products; we shall favor the outstanding and the strong, promote the strategic reconstructing of enterprises, foster large-size enterprises and groups of strong competitiveness and leading power, develop medium-and-small enterprises of professional and new type, and form industrial groups with vivid characteristics.

Modern agriculture shall be accelerated. According to the requirement of high production, high quality, high efficiency, ecological quality and safety, we shall adjust and optimize agricultural structure, develop steadily the grain production, increase the proportion of livestock farming industry and aquatic products industry, establish the industrial chain of competitive agricultural products and improve the integrated productive power of agriculture; we shall put development of agricultural products processing industry as the key task of agricultural industrialization, foster and strengthen the flagship enterprises, and enhance the competitiveness of agricultural products; we shall strengthen development of farmland and irrigation, the quality of farmland and ecology, promote farming mechanization and agricultural informationization, and improve the popularization of agricultural technologies, quality of agricultural products and the preventive system of plant diseases and insect pests to promote the sustainable development of agriculture.

Overall rural reform shall be further promoted. We shall consolidate the results of the reform of rural taxes and fees, basically complete reform of government organs in towns and townships, rural compulsory education, and county and township fiscal management systems, and establish the new rural grass-foots management system, new rural public products supply system and new socialized service for agriculture, countryside and farmers; we shall pursue and improve the rural basic management system, carry out the rural land ownership turnover in accordance with laws and promote management on a moderate scale; we shall improve rural financial service, accelerate the reform of rural circulation system and market construction, actively develop farmers professional cooperative economic organizations and associations of agricultural products, and promote market orientation and organization of agriculture.

Great efforts shall be exerted in rural public cause. We need to further increase our input to strengthen the rural infrastructure and public service. We shall consolidate nine-year compulsory education, enhance rural vocational education and skills training, promote rural public culture, and foster new-type farmers; we shall popularize new rural cooperative medical care system, and set up the lowest life guarantee and social endowment insurance system gradually; we shall strengthen the support for anti-poverty work, and implement the system for rewarding and supporting rural families that observe the family planning policy and the "Fewer Children Equals Faster Prosperity Project"; we shall enhance programming and guiding for rural construction, and accelerate construction of infrastructure projects such as roads, power supplies, communications, televisions, water draining, methane facilities, and waste-disposal to improve the living environment and the general outlook in rural areas.

We shall accelerate our participating involvement in the economic zone of the Yangtze Delta. Integration of systems shall be promoted. In respects concerning administrative approval and investment enterprises, we shall carry out more practical and flexible policies and establish an all-dimensional, multi-layered communication and cooperation system. The eastward passage should be widened to form a share platform of speeded transport network and information by being integrated into the Yangtze Delta. We need to accelerate market merging and promote flexible circulation of commodities and productive elements. By undertaking industrial shift, we will make our province an important component of the process and manufacturing industrial base in the Yangtze Delta. By strengthening the guide of policies, we shall support the areas along the Yangtse River and those close to Jiangsu Province or Zhejiang Province to take the lead in joining the integration and making breakthroughs. Meanwhile, we need to continue expanding our communication and cooperation with other regions.

Great efforts shall be made in promoting export orientation of economy. We shall attach equal importance to expanding the scale and improving the quality, combine attracting investment with upgrading industrial structure more efficiently, promote utilization of foreign investment in advanced manufacturing industry, modern service industry and modern agriculture, initiatively introduce foreign advanced technologies, management experience and outstanding talents, and strive for new breakthrough in attracting the multinational corporations, especially the 500 powers of the world. We need to establish good open economic zones of all kinds, promote the extension of state open economic zones and upgrade of provincial open economic zones, and improve the overall industrial assimilation. We shall change the growth mode of foreign trade, optimize the exports structure, and vigorously develop processing trade to build our province into an important newly-emerging exports processing zone in China. The work of import should be attached importance to. We shall promote the entitled enterprises to operate internationally and expand the international economic and technological cooperation.

The construction of focal cities and city groups shall be accelerated. We need to improve our level in programming, construction and management, and strengthen the radiating and exemplary role of center cities. With building big modernized cities around lakes as our orientation, we shall make full use of the leading role of scientific and technological innovations, develop advanced manufacturing industry, high-tech industry and modern service industry, improve the prominent position of Hefei City to build economic circle of the provincial capital. We shall give priorities to developing heavy and chemical industries and building an intensive industry zone, promote correlated development of cities along the Yangtse River, and constitute the city group along the River with Maanshan, Wuhu, Tongling and Anqing as the core. Taking Huainan, Huaibei and Bengbu as the breakthrough point, we shall make great efforts to develop coal and electricity industry, agricultural products processing industry, biological energy and materials industry, and promote accelerated development in North Anhui. With building a global tourist destination as the goal, we need to strengthen the function of Huangshan City as the tourist center, expand the pillar tourism industry and promote the development and opening up level in South Anhui. We shall strengthen supporting Mount Dabieshan area and area between the Yangtse River and the Huaihe River, develop priority industry with characteristics and accelerate the progress of industrialization and urbanization.

Acceleration of scientific and technological innovation shall be taken as the key link for promoting regional competitiveness. We shall attach significant importance to original innovations, integrate innovations and assimilate advanced foreign technologies and further refine them, make efforts in improving independent innovation ability of enterprises and try to make breakthroughs in automobiles, biological energy, coal and chemical, electronic information and so on. We shall integrate scientific and technological resources, establish a modern system of science research institutes, improve the basic conditions for scientific and technological innovation and construction of service platform, develop business risk investment and technology market, further strengthen supporting protection of intellectual property, accelerate conversion from scientific and technological achievements into practical productive force and form a technological innovation system with enterprises as the main body, market as the guide and combination of industry, teaching and research. Development of Hefei as a national scientific and technological trial city shall be promoted to motivate improvement in the general scientific and technological level and innovative power of Anhui Province. We shall bring the key role of talents in scientific and technological innovation into full play, foster a great number of talents of innovative and enterprising abilities and shape the social custom of upholding science, respecting creation, encouraging innovation and tolerating failure.

The system and mechanism innovations shall be speeded up. The reform crucial to the overall economic and social development shall be vigorously promoted, and a more active and opener system environment shall come into being. We will deepen our reform of administrative system, continuously promote the separation of governmental control from enterprises, government from finance, government from business, and government from market in-between organizations, enhance the functions of government in social management and public service, and establish a sound public finance system. We will accelerate reform of corporate share system, and promote modern corporate system. The system of state-owned capital operation budgets shall be established to improve supervision and management system of state-owned property. We will carry out the Public Innovative undertaking, foster and expand various market subjects, and increase the proportion of non-public sectors of the economy. Support shall be given to reform of financial institutions to strengthen local finance, and gradually form a financial service system with competitive financial institutions and clearer financing channels. We will actively develop all kinds of element markets and commodity markets and rectify and rationalize the market order to basically complete the framework of Credit Anhui.

The construction of Ecological Anhui shall be accelerated. By focusing on prevention with comprehensive treatment, we shall prevent and control pollution from its origin to protect ecology, and solve the prominent problems that have a great influence on economic and social development, especially the ones endangering the health of people. Greater support shall be given to strengthen the treatment of pollution in the Huaihe River and Chaohu areas, and improve the environmental quality of the Yangtse River. We will strengthen protection of water resources and safeguard the drinking water safety; we shall accelerate development of the forestry ecological system, and strengthen construction and protection of key ecological function zones; we shall pursue development in a minding, orderly and rewarding way, and protect and properly develop land resource according to the laws.

The modern comprehensive transport system shall be constructed. We will accelerate building of the expressways, shape the framework net of high-class highways, strengthen the linkage between roads and road construction in the rural areas, and improve the expansion of communications. To promote the provincial position in national transport network, the trunk railways development shall be promoted. We will build new airports in Hefei and reconstruct the Huangshan airport. We also will strengthen the improvement of channels of the Yangtse River and the Huaihe River, and rationally develop shoreline along the rivers. In the Eleventh Five-Year Plan Period, we shall strive to build railways with above 1000 kilometers long, expressways with 2000 kilometers, reconstruct and build roads with 60,000 kilometers in rural areas, and increase ports with the capacity amounting to 13 million tons, to realize the goal of the trunk railways reaching cities, expressways reaching counties, and bituminous and cement roads reaching administrative villages.

The supporting system for water conservancy shall be strengthened. We will make overall plans in preventing floods, fighting droughts and relieving disasters as well as maintaining water safety for production and life, speed up the project of preventing floods and ensuring security, and improve utilization of water resources. The state-established key projects for harnessing the Huaihe River shall be completed and the three projects for the Huaihe River Harnessment, that is, adjusting and reconstructing flood storage zones, qualifying the dam defense as well as improving river courses, and relieving floods in key plains and low-land, shall be carried out. We will strengthen improvement of the main streams and key tributaries of the Yangtse River, complete relief consolidation of large and medium reservoirs and implement reconstructing consolidation of key small-size reservoirs; and we will carry out transmitting water of the Huaihe River northwards, and accelerate the preliminary work of leading the Yangtse River to relieve the Huaihe River.

The work of employment and social security shall be strengthened. We shall enhance the public service function of the government to increase employment, improve the market-oriented employment mechanism, perfect the employment-aiding policy for people in need and promote employment of all kinds. The social insurance system shall be improved for urban and town employees. We will expand the coverage of social insurance, realize the provincial overall plans for endowment insurance, and gradually implement personal account. Improvement will be made in the urban basic living allowances and social assistance in urban and rural areas. We will strengthen our support for anti-poverty work and improving the production and living conditions in needy areas. Also we will make efforts to increase the income in urban and rural areas and rationally regulate income distribution to promote social fairness.

Social causes shall be developed vigorously. Distribution of public resources will be optimized and more investment will be put into social causes. Quality education will be implemented in an all-round way. We’ll strengthen the government’s responsibility of securing compulsory education, improve the popularity of senior education, encourage and support running of schools by non-governmental efforts, accelerate vocational education of all kinds, implement the Double Hundred Projects in higher education, and promote building high-level universities and key subjects to realize improvement in both quantity and quality. The cultural industry will be developed. We shall protect cultural relics, and improve the local cultural influence and competitiveness of cultural products to make Anhui Province a cultural power. The ideological and moral improvement shall be accelerated. We shall popularize science information and improve citizens’ spiritual quality and modern social civilization. The public health and medical service system in urban and rural areas will be perfected. We will improve the prevention and control of diseases and medical treatment, and gradually solve people’s inconvenience and high expense in medical service. Extensive mass fitness programs will be actively implemented and competitive sports will be improved. We will also stabilize the low birth rate and effectively deal with the high gender imbalance among the newborns.

Efforts will be made in promoting social harmony and stability. We shall speed up development of a crime prevention and control system, improve the early warning system for disturbances to social stability, the emergency response mechanism and the social mobilization system, strengthen supervision over safe production, do a good job of handling people's petitions made via letters and visits, and ensure harmony in communities, villages and towns, to create a Secure Anhui. We will follow the policy of strict administration, and improve the system of corruption punishment and prevention by educating, systemizing and supervising. We will disseminate knowledge of the law, enhance democracy and legal system and promote administrating the province in accordance with the law. We will strengthen people’s consciousness of national defense, improve national defense mobilization and consolidate the unity of the army with the government and people.

As 2006 is the first year in the Eleventh Five-Year Plan, it is significant to do well all the tasks in this year. Taking all relevant factors into consideration, we have set the following major targets for economic and social development in 2006 as follows: GDP of our province should grow by above 10 percent, and energy consumption per unit of GDP should fall by about 4 percent. The fiscal income is to increase by 12 percent and the social fixed assets investment is to grow by 20 percent. The total for consumption retail sales is to grow by 12 percent. The total of the exports and imports volume is to increase by 15 percent, foreign direct investment is to grow by 15 percent, capital utilized outside the province is to grow by 20 percent, the urban per capita disposal income is to grow by 8 percent, and the rural per capita net income is to grow by 6 percent. The rise in consumer prices is to be kept under 3 percent. Urban employment is to increase by 400,000 persons, and the urban registered unemployment rate is to be kept under 4.5 percent. The increase in natural population growth rate is to be kept within 6 ‰.

The speed of industrial structural adjustment will be accelerated and new economic growth prospects in the economy will be fostered. We will put development of advanced manufacturing industry and high-tech industry in the prominent place, promote the development of industries including automobiles, electrical household appliances and chemicals, and favor biological energy development. We will accelerate construction of 100-million-ton coal bases and promote carbonization and exploration of coal seam. We will be alert to the change in markets of steels, cement, coals and nonferrous metals, guide the enterprises to adjust their product structu, , re, motivate the enterprises’ united reshuffle and promote market competitiveness. We will further support competitive and key enterprises to expand, carry out the promotion of small and medium-sized enterprises and speed up the development of industry groups. We will strengthen economic performance adjustment, hold well the supply and demand link-up of production elements, resolve capital shortage of the enterprises, promote the deficit enterprises to eliminate losses and increase profits, and improve the efficiency of economic performance. The measures for promoting service industry development will be improved and the contributions of consumer demand to economic growth will be expanded. We will exert efforts to strengthen introduction of Mount Huangshan, Mount Jiuhuashan and Lake Taiping beyond national boundaries, start up development of tourism in Chaohu, and promote the Red Tourism and rural tourism, to develop Anhui provincial tourism in a united way. Great efforts will be made in developing goods distribution and chain management, and fostering provincial key mobilization enterprises. We will accelerate the development of productive service industries like financial insurance, information counseling, scientific and technological service, actively develop life service industries like community service, care for the old, and property management, and guide the real estate industry to develop in a sound way.

In accordance with the actual situation and the farmers’ opinions, the new socialist countryside will be steadily promoted by scientific program, classified instruction, and identified prominence. Focusing on modern agriculture, we will implement the project of fine grain industry, promote the model project of high-yield wheat and super rice and give priorities to building about 30 model counties with fine grain production. Greater efforts will be made to accelerate the development of fine varieties of livestock and aquatic products and build breeding areas, strengthen the prevention and control of severer animal diseases such as highly pathogenic bird flu, and also deepen the reform of livestock veterinary system. We will speed up the industrialization of agriculture, carry out the “121 Power Project” and expand state and provincial leading enterprises. We will enlarge the agricultural product exports, bring agricultural products into supermarkets, and establish quality farming product brands. We will promote experiment of the rural commodity circulation reform and market construction, directing the circulation network to reach the rural areas. We will improve rural scientific and technological innovation and popularization, strengthen rural informationization, and promote agricultural science and technology to enter villages and households. We will actively develop rural cooperative economic organizations by attaching importance to 9 model projects at the department level and 50 model units at the provincial level. We will strengthen skill training, promote the link-up of supply and demand, and expand organized export of labor services. The reform of township organs, rural compulsory education system and fiscal management of counties and townships will be continuously deepened and pilots of removing county and township debts will be expanded. We will promote development of primary and secondary boarding schools in rural areas, reconstruct unsafe buildings and distance education, strengthen rural teaching staff, do a good job of “Two Exemptions and One Compensation” and initiate the plan of One College Student for each Village. We will enhance construction of small hospitals in townships, and enlarge the rural cooperative medical pilots. Continuous efforts will be made to carry out the plan of radios and televisions entering each village and the rural film shows. We will consolidate the capital construction on irrigation and water conservancy, carry out construction of bituminous roads connecting all the villages in an all-round way, improve the rural electricity network, promote reconstruction of water supply and toilets, spare no efforts to popularize the rural methane and straw gas, and start to build rural roads of 15,000 kilometers long with 10,000 kilometers to be completed in the year. The new rural users of methane will amount to 150,000 and the drinking water safety for 1.5 million rural people will be solved. We will implement renovation of villages and townships, initiate the Model Project for Hundreds of Villages and Townships and make the construction plan for villages and townships in the whole province.

We will launch “the Public Innovative Undertaking” in an all-round way, carry out the policies for promoting development of the non-public sectors of the economy, formulate concrete measures for promoting business initiative among the mass, lower the entrance-constraints to enterprises, enlisting enterprises resources, perfect service system, expand the rank of undertakers, promote employment, development, and harmony by starting enterprises, and make efforts to shape the public sense of honoring enterprising efforts and being responsible for development. We will further strengthen the reform of state-owned enterprises, focusing on the provincial big enterprises with reform of property right as the core, and actively attract strategic investors overseas to realize the pluralistic investment subjects. We will improve the corporation administration structure, consolidate and prompt the controlling mechanisms, strengthen development of enterprisers, and accelerate the establishment of modern enterprise system. We will support qualified enterprises to get listed within and outside the national boundaries, and complete the reform of share distribution of listed companies. We will deepen the reform of separating administrative organs under the province from the enterprises, implement the reform of institutions according to categories and standardize the development of various in-between organizations. We will deepen the reform of fiscal system, strengthen levy of taxation and continue to implement the county and township fiscal promotion. We will accelerate local financial reform, improve financing seeking service system such as guarantee, and add valid credit input. We will rectify and standardize the market economic order, perfect the credit supervision and service system, and continuously optimize the economic development environment.

With accelerated participation in the Yangtse Delta as the main target, and attracting investments as the priority, open economy will be developed vigorously. We will strengthen the investment-attracting body, bring the enterprises’ activeness of attracting business and investment into full play, and make sure to get breakthroughs in utilization of foreign investment in the provincial big enterprises, economic open zones and county areas. We will strengthen infrastructure, tourism, agriculture’s attracting investment, actively introducing modern service projects including foreign banks, bonds, insurance and interflow of goods and materials. We will attach importance to processing manufacture projects of intensive technology and high added value and research institutes, and strive to attract more strategic investors into our province. Great efforts will be exerted to invite investments by unit, designated point, commission or specialty. We will carry out the leader responsibility system of utilizing foreign capital and responsibility system of target assessment, and improve the rate of project realization and capital fulfillment. The important business-attracting activities such as the International Anhui Commercial Conference will be held painstakingly. We will make efforts to maintain the rapid growth of export and import trade, improve the proportion of mechanical products and high-tech products in exports volume, strengthen exports bases and key export projects, and do better in exporting advanced technological equipments, key component parts and important raw materials. We will support the qualified enterprises to “go out”, exploit the resources and establish production and processing bases and marketing network.

We will improve 861 Action Plan, complete project investment with above 120 billion yuan and realize social fixed assets investment with 300 billion yuan. We will accelerate development of the processing manufacture, and start to construct the 600,000-ton corn further processing in Fengyuan, the wheel extension in Ma’anshan Steel, the third factory of Chery Automobiles, integration of forest and paper, and Wuwei coking, and establish the projects of Anqing Petrochemical’s “shift from petrol into coal”, and Tongling nonferrous high-precision copper sheet and strap. Construction of energy resource bases will be strengthened to guarantee Wuhu Power Plant, Xuancheng Power Plant, Fengtai Power Plant, channel of transmitting 500-kilovolt power between east and west, Panbei Coal Mine and Qingdong Coal Mine to start working, and build the Fuyang Power Plant, the 2^nd stage of No.2 Maanshan Power Plant, the first stage of Lizhuang Coal Mine, Guqiao Coal Mine and Guobei Coal Mine. We will actively promote communications and water conservancy, and manage to launch construction of inter-city railways along the Yangtse River, speedup reconstruction of Heifei-Bengbu railway, Fuyang-Liuan railway, Susong-Huaibei railway and Wuhu-Shanghai Canal, build Mingguang-Laian and Fuyang-Bozhou expressways, and implement consolidation of Huaibei Dam, treatment of the Guohe River and the Shayinghe River and the Bailianya Reservoir. We will carry out division of labor in leading key projects and timely solve the major problems in project construction. We will enlarge the capital channels, strengthen strategic cooperation with various financial institutions, and establish the key project capital fund at the provincial level. The land use plan will be scientifically arranged to guarantee land used for “861” Key Project. We will strengthen project reserve and make efforts to add project reserve on a scale with above 200 billion yuan.

We will increase input into scientific and technological innovations through various channels, giving priorities to independent innovations with enterprises as the principal part, rely on the key enterprises like Ma’anshan Steel, Hailuo, Chery, Jianghuai, Fengyuan, and Huainan Mining, carry out key scientific and technological authorized projects including new-type building materials, energy-saving automobiles with less pollution, biological energy resources and mineral gas control, and foster independent brands. We will make greater efforts in construction and application of the state engineering (technology) research centers and enterprise technological centers, build the provincial engineering (technology) research centers and enterprise technological centers, and accelerate constructing hi-tech parks and special hi-tech industrial bases. We will basically complete the reform of transformed institutes’ property right, further promote the pilot of reforming scientific and technological institutes for public welfare, speed up building the scientific and technological incubator, strengthen intermediary service such as technical advice and technological transfer, promote combining industry, teaching and research, and foster small and medium enterprises of scientific and technological type. Enriching people and counties through science and technology will be continuously carried out. We will accelerate building Hefei as the state scientific and technological pilot city and strive to make significant progress in innovation of system and organism, integration of scientific and technological resources, research of platform construction and cultivation of innovative enterprises.

We will further our investment in education, guarantee the legal growth of educational expenditure, strengthen construction of 500 weak primary and middle schools, promote employment-oriented vocational education, improve advanced education quality and support running of schools by non-governmental sectors. We will complete medical care system in an all-round way, spare no efforts to develop community health service, improve the functions of diseases prevention and control system, and strive to prevent and cure the serious infective diseases. We will deepen our reform of cultural system, strengthen public cultural service system, and actively develop literature and arts, philosophy and social sciences, press and publication, and radio, film and television. We will hold the 11^th Anhui Provincial Sports Meet and support Hefei City to bid the 4^th National Sports Conference. We will promote the pilot of the system for rewarding and supporting rural families that observe the family planning policy in some of the rural areas and strengthen the family planning control of North Anhui and the floating population. We will make efforts to build Hefei, Wuhu and Huangshan as the state model cities for environmental protection, promote pollution treatment of the drainage areas in the Huaihe River and Chaohu and acid rain control in the south area, strengthen prevention and control of the rural area pollution and areas of industrial concentration, and improve the ability to prevent and control important environmental pollution emergencies. We will strengthen social moralities, professional ethics, family virtues and honesty education, and promote to build civilized cities, townships, communities and trades. We will support people’s organizations such as the Trade Union, Communist Youth League, and Women’s Federation to work independently in accordance with the law and individual regulations. We will care for work related to the aged, develop cause for the disabled, promote work related to ethnic groups, religion, foreign affairs, and Taiwan, and do a good job in earthquake-alert and rescue, weather, archives, cultural relics, chorography, literary and historical counseling and so forth. We will strengthen national defense mobilization, people’s air defense and reserve force, attach importance to protection of national defense installations, support the People's Liberation Army stationed in Anhui Province and the armed police, and further carry out the work of “local authorities supporting the army and their families, and the army supporting the local government and people”.

We will consolidate the employment target responsibility system, carry out preferential policies, attach importance to providing employment for college graduates and demobilized soldiers, make overall plans for urban residents newly entering the workforce and employment of surplus rural labor, strengthen vocational introduction and technical training, give priorities to organized employment, and achieve reemployment of 200,000 laid-off workers with “4050” groups (females at the age of 40, males at the age of 50 being retired before the required age) amounting to 40,000. We will widen the levy of social insurance, promote social insurance premium levy pilot of “one ticket for several premiums”, implement city planning for enterprises’ endowment insurance in an all-round way, and explore the solution to the medical security problem of needy groups and retired members of closed and bankrupt enterprises. We will improve the system of basic living allowances and social assistance, and better disaster relief and charity. We will highlight the promotion of the whole village’s development, and soundly carry out anti-poverty work. We will further improve the employment environment for farmer workers in cities, promote labor contract system, and improve the long-term mechanism for preventing delay-payment of farmer workers’ wage. We will carry out the safety production responsibility system, strengthen labor protection, and intensify safety supervision over coal mine, non-coal mine mountains, foodstuff and medicine, foodstuff and drink hygiene, hazardous chemicals, and transportation to prevent serious accidents. We will promote construction of Secure Anhui, strengthen and improve the work of making response to petitions via letters and visits, solve all kinds of social frictions in accordance with the law, carry out measures for comprehensive social security treatment, and combat all kinds of crimes severely to form a harmonious situation in terms of stable society, secure environment and satisfied people.

We will manage to fulfill the tasks for this year to make a good start for the Eleventh Five-Year Plan by putting forward new and higher demands to build the government. All the departments of the government at all levels especially the provincial government, must establish a scientific outlook on development and a correct attitude toward their performance, persist in administrating in a scientific, democratic and legal way, consolidate the achievements of education on keeping CPC members progressive, innovative and forward-thinking, earnestly carry out the Civil Servant Law, strengthen the organs’ functions in an all-round way, serve the public, the primary organs and the enterprises in a better way to form a fine environment for Anhui Province’s Rise and Boost. We must make new achievements in administrative innovations, further give more authority to the departments affiliated to the provincial government, make a thorough examination and total cleanup over all the approving items and charge items to remove the unnecessary ones and let the reasonable ones grow, make governmental affairs public, improve the integrative function of governmental affairs, persistently put an end to the situation in which the approved items are just taken into consideration in appearance but in separation, promise a time limit for affairs handling, and improve efficiency. We must make new progress in improving decision-making, intensify the responsibility, standardize the procedure, improve the mechanism by combining leaders, experts and the public, perfect the system of public counseling, hearings and notices on important decisions and matters, consciously accept the lawful supervision from the Provincial People’s Congress and the democratic supervision from the Provincial Committee of the CPPCC, and seriously handle the proposals of Provincial People’s Congress, representatives’ advices and proposals of members of Provincial Committee of the CPPCC. We must realize new substantial effects in promoting the implementation of work, firmly uphold the thought of regarding the governmental work as a strategic pattern like a chess board, resolutely eradicate selfish departmentalism, make great efforts to clean up the phenomenon of administrating but not practicing, working but not carrying out, cooperating but not coordinating, strengthen the solution of outstanding problems impeding the progress and passing the buck to each other, and insure strict enforcements of faithful execution and smooth passage of government decrees. To create a new look of the work style, we should reduce unnecessary meetings and documents, reduce inspections and appraisals, increase investigations and researches in the grass roots and among the public, go more frequently to field so as to solve the problems, show care for the public and enthusiasm for work in the real sense, and make sure that clerks from primary units get their affairs attended to with satisfaction in the departments under the provincial government and the investors start business smoothly in Anhui. We must take new measures to perfect the supervision mechanism, strictly enforce administration responsibility system and law enforcement responsibility system, improve the corruption prevention and punishment system, strengthen supervision and restraint over power operation, and promote evident improvement in the work style and administration style of the government. By the end of this year, we will arrange all walks of life and media workers to carry out intensive deliberation over the functions of departments under the provincial government, give the right of judgment and supervision to the public and the service target, let the primary units evaluate the performance of the departments under the provincial government, encourage and popularize similar practice all over the province, promote the departments at all levels to concentrate their attention on work so as to realize their functions in promoting development, and constantly improve the government administration efficiency.
