1. The Approval of the Establishment of Sino-foreign Joint Ventures and Cooperative Enterprise 
 
Materials Required for Application
(1). The project proposal (original copy);
(2). The copy of feasibility study report by both parties concerned and project approval document by the Development and Reform Committee;
(3). The contract and articles of association signed by the representative of both parties (original copy);
(4). The copy of business licenses of both parties, the copy of ID card of juridical persons, the testimonial of bank credit of the foreign investors (original copy);
(5). The name list of the board, the document of authorizing with the signature of the juridical person, the copy of the ID card of the board director;
(6). The circular of the confirmation of the enterprise name issued by the Administrative Bureau for Industry and Commerce;
(7). The list of the equipment to be imported signed by both parties (the name of the equipment, specification and size, quantity, place of manufacturing);
(8). Other materials for examination and approval: The state capital evaluation report and the confirmation should be provided if the Chinese party is state-owned, for example, approval circular agreed by relevant department. If the business scope involves export license, quota, and permit for special trade, the certificate of approval issued from the relevant authorities must be submitted. 
 
Procedures: submit the materials, undergo preliminary examination by the local commercial management department, and send to Anhui Commerce Department in duplicate. Those eligible shall be approved and if not eligible, notice shall be given in written form. 
 
Term of Attendance: 20 work days (45 days for cross- departments) 
 
Standard of charging: (material fee) 10 Yuan  
 
2. The Approval of the Establishment of Foreign Invested Enterprises
Materials for Application
(1). The project proposal of establishing foreign invested enterprise;
(2). Application form (original copy);
(3). Feasibility study report (original copy);
(4). Articles of the foreign invested enterprises (original copy);
(5). The copy of business licenses of both parties, the copy of ID card of juridical persons, the testimonial of bank credit of the foreign investors (original copy);
(6). The testimonial of land use and the copy of the agreement of land-lease;
(7). The circular of the confirmation of the enterprise name issued by the Administrative Bureau for Industry and Commerce;
(8). The name list of the board, the document of authorizing with the signature of the juridical person, the copy of the ID card of the board director;
(9). The materials of approval of the establishment by the local government;
(10). Suggestions issued by the Anhui Environmental Protection Bureau, Planning Bureau and the Fire Protection Department and so on;
(11). The list of the materials to be imported;
(12). Other materials needed for examination and approval.
